The chart below provides the maximum income limits and is adjusted for household size. Income limits change annually. 

Income Limits 2024

In addition to being income eligible, the following criteria is also required, but is not limited to:

• The property must be located in unincorporated St. Lucie County and be owner-occupied. If you are unsure of what jurisdiction your property is in, search for your property using the Property Search tool on the St. Lucie County Property Appraiser website. The top right corner of the property card must say "Jurisdiction: St. Lucie County".
• Applicants must own their property and have proof of homestead at the time of application. 
• The mortgage payments and property taxes must be current and remain current.
• Homeowners must maintain homeowners insurance on the residence in the event assistance is granted.
• A clear need for the repair must be shown.
• Applicants must not have been previously assisted with any federal or state funding administered by St. Lucie County in the past five (5) years.
• The property must have clear title and be free of any adverse liens or judgments. 

Funding can be utilized to correct substandard conditions, eliminate code violations, upgrade major systems, make modifications for accessibility, and make general property site improvements to improve the health, safety, and welfare of the occupants. Storm resistant construction or other elements that reduce long term costs related to the maintenance, utilities, and insurance may also be incorporated. Homes that need extensive repairs or have extensive damage may not be approved for assistance. This funding cannot assist with emergency repairs. 

This program cannot address emergency repairs. Please note that manufactured housing is not eligible for assistance.

This program is not intended to provide a home makeover or beautify the home. The sole intent is to make sure the home is safe and free of major deficiencies that could impede the health and/or safety of the homeowner. 

Once the completed application is received by program staff, the process of determining income eligibility can take 30-45 days. Please note that it may take 6-12 months before repairs can begin. This program is not for emergency repairs. 

Once the application is determined to be income eligible, the following steps must be taken:

1. A title search will be conducted to ensure the property is free and clear of any adverse liens of judgments. If adverse liens or judgments are found, the applicant will be ineligible for assistance.
2. An inspection will be completed to determine what repairs are needed.
3. A scope of work will be developed. This will be a list of repairs contractors will be asked to provide estimates for. Please note that only the most critical repairs will be funded. 
4. An Environmental Review will be completed to determine that the work being completed does not adversely impact the natural environment. Its also checks to make sure the surrounding man made environment is not negatively impacting the homeowners. 
5. An Invitation to Bid (ITB) will be sent out to a list of approved contractors. Contractors bidding on the work to be completed will be given the opportunity to visit your home to view the work they are being asked to provide pricing for. 
6. The contractors submit their bids and the contractor with the lowest responsive responsible bid will be awarded.
7. A pre-construction conference will be scheduled with you, staff, and the contractor. All necessary documents will be reviewed and signed prior to work beginning.
8. Repair work can now begin. Work completed will be inspected by the St. Lucie County Building Department as necessary, and by Housing Division staff. Upon approval from you and County staff, the contractor will be paid.

Please note that applications will be ranked giving first priority to households qualifying as Special Needs households. These applicants will further be ranked with priority given to very-low income, then low, then moderate. After serving enough Special Needs households to meet set-asides, all applicants deemed eligible will be considered equally with priority given to very-low, then low, then moderate income groups.

To apply for assistance, you must have the following information available to upload to the Neighborly Portal.

• Drivers license or state issued ID. The address on your ID must match the address of the home you are seeking repairs for. 
• Homeowners insurance policy. If you do not currently have homeowners insurance, that is ok. However upon completion of the project, you will be required to get a homeowners insurance policy and maintain if for the loan period. 
• Mortgage statement, if you still are making payments on your home. 
• Most recent bank statement (all accounts, all household members).
• Proof of income(all income, all household members).
