St. Lucie County Utilities provides water, wastewater, and reclaimed water service throughout its service area. The steps below outline the procedures in place to allow the Utility to serve new development in a timely manner that is consistent with the standards of the Utility. Utility Staff is available to assist throughout the entire process.
Prior to Construction
- Preliminary Application Meeting
The first step in the process is to attend a Preliminary Application Meeting with the Utility staff to discuss the overall water, wastewater, and reclaimed water needs of the proposed development and review the availability of service. Utility staff will also provide the Project Tracking Document at this first meeting.
- Project Application
After the Preliminary Application Meeting submittal of the St. Lucie County Utilities Project Tracking Document along with payment of the Administrative Fee will allow the Developer/Property Owner to request a Utility Service Availability Status Letter from the Utility Director. The Utility Service Availability Status Letter is a non-binding statement of the current status of utility service availability in areas of St. Lucie County served by the District. A Utility Service Availability Status Letter does not reserve utility capacity, and may not be relied upon by a Developer/Property Owner for any purpose, including, but not limited to, growth management concurrence or land use or zoning applications.
- Preliminary Plan Submittal
The Developer/Property Owner will then submit the Data Sheet for ERC/ERIC Determination, the information for preparation of the Standard Development Agreement outlined in Exhibit “B” of the District Uniform Extension Policy, and two sets of preliminary plans, calculations, and other required information detailed in Section 01100, Paragraph 1.3, of the St. Lucie County Utilities Water, Wastewater & Reclaimed Water Design Criteria and Technical Specifications for review by Utility Staff to assure conformance with St. Lucie County Utilities standards. Utility Staff will provide written comments on the preliminary information submitted. At that time a Plan Review Meeting will be scheduled to discuss the review comments and any possible offsite water/wastewater/reclaimed water improvements that may be required.
- Final Plan Submittal
Final submittal for approval will include the information detailed in Section 01100, Paragraph 1.3, of the St. Lucie County Utilities Water, Wastewater & Reclaimed Water Design Criteria and Technical Specifications addressing the comments received by Utility Staff and any additional information needed for the Standard Development Agreement. If all information required has been received and approved by Utility Staff a draft Standard Development Agreement will be prepared for review by the Developer/Property Owner. Upon execution of the Standard Development Agreement and payment of applicable fees the capacity for the development will be reserved.
During Construction
- Preconstruction Meeting
A preconstruction meeting will be scheduled and attended by the Developer/Property Owner’s Engineer, Utility Staff, and the Contractor prior to the commencement of onsite or offsite construction to review coordination and explanation of Utility procedures and requirements during the construction process and the materials to be used during construction.
- Periodic Inspection
During construction, the Developer/Property Owner will look to his engineer tor inspection and progress reports. The Utility will monitor progress with periodic site visits by staff or designee. If problems are encountered during construction it will be the Developer/Property Owner's responsibility, through his engineers, to resolve them to the Utility's satisfaction. Any revisions of substance to the approved plans shall be submitted to the Utility for approval prior to incorporation into the work.
After Construction
- Certification Package
After the completion of construction and prior to the placement of water distribution, wastewater collection and reclaimed water facilities into operation Certification Package detailed in Section 01100, Paragraph 1.3, of the St. Lucie County Utilities Water, Wastewater & Reclaimed Water Design Criteria and Technical Specifications must be submitted to the Utility.
- Final Inspection
After the Developer/Property Owner and his engineer have provided the necessary documents, the Utility Staff will conduct a final inspection and recommend acceptance or denial. If denied, a letter will be sent to the Developer/Property Owner and his engineer advising of such action, and indicating the reasons. Once the comments have been addressed the Developer/Property Owner and his engineer should advise the Utility in writing to re-schedule an inspection. The Utility will not be responsible to generate a “punch list”, however it may make general statements, or cease inspection at any time if the system is determined not to be ready for acceptance.
- Utility Acceptance
Upon completion of the final inspection, the Department of Environmental Protection Certification of Completion will be executed by the Utility Director, and the system will be accepted for operation and maintenance by the Utility.
